\"\"<\/a>28 mei 2013 | <\/strong>Het eerste Europese land dat de nieuwe Chinese premier Li Keqiang bezocht was Zwitserland. Zwitserland? In een ingezonden brief in de Neue Z\u00fcrcher Zeitung<\/em><\/a> legt Li uit dat dat beslist geen toeval is, maar een symbolische keuze. Zwitserland is namelijk bereid een vrijhandelsverdrag te sluiten met China. Dat staat in schril contrast met het geruzie van de Europese Unie en dat mag beloond worden.<\/p>\n

Oneerlijke praktijken<\/strong>
\nDe relatie tussen de EU en China is de afgelopen jaren stroef geworden. Er spelen verschillende zaken. Chinese zonnepanelen zouden tegen dumpprijzen in de EU worden verkocht als gevolg van staatssteun en handelscommissaris Karel de Gucht wil een heffing opleggen van maar liefst 47%. Bovendien is hij een onderzoek gestart naar oneerlijke praktijken van de Chinese telecomreuzen Huawei en ZZT op de Europese markten.<\/p>\n

Andere heikele punten zijn het wapenembargo, dat sinds 1989 van kracht is en ondanks Chinese druk maar niet opgeheven wordt, en het feit dat de EU \u2013 net als de VS \u2013 weigert China te bestempelen als markteconomie, terwijl het die status volgens WTO regels automatisch verkrijgt in 2016. \u2018Kinderachtig\u2019, hoor je de Chinezen bijna denken.<\/p>\n

Felbegeerde status<\/strong>
\nZwitserland pakt het anders aan. Drie jaar onderhandelt het land al met Beijing over een vrijhandelsverdrag, dat in juli officieel getekend wordt. Daarmee is Zwitserland de eerste van de twintig grootste economie\u00ebn in de wereld, die China de felbegeerde status geeft. Zwitserse chocolade en luxe horloges (nu nog met belast met een importheffing van 20%) bereiken zo makkelijker de Chinese markt. Bovendien kan Zwitserland gaan dienen als financieel bruggenhoofd in Europa. Voor China fungeert het verdrag vooral als signaal richting Europa.<\/p>\n

Speciale relatie<\/strong>
\nZo kan ook het bezoek van premier Li aan Duitsland worden gezien. Als enige EU-lidstaat werd Duitsland met een bezoek vereerd. Duitsland is China\u2019s grootste handelspartner in Europa, mede dankzij de enorm populaire Duitse auto\u2019s. De twee economie\u00ebn vullen elkaar mooi aan: Duitsland wil een afzetmarkt en China wil technologie. Bondskanselier Merkel zegde toe alles in het werk te stellen om een handelsoorlog tussen China en de EU te voorkomen. Daarbij moet zij vooral de Zuid-Europese landen ervan overtuigen dat een handelsconflict schadelijk is. Merkel heeft China de afgelopen zeven maanden twee keer bezocht en koestert de \u2018speciale relatie\u2019.<\/p>\n

Een bijzonder detail is dat ook een Duitse krant, Die Zeit<\/em><\/a>, een ingezonden stuk van Li\u2019s hand ontving, met talloze complimenten over de Duits-Chinese samenwerking. Het lijkt een charme offensief, dat jaloezie kan opwekken in andere Europese hoofdsteden. De premier spreekt zich \u2013 opnieuw \u2013 uit als voorstander van Europese integratie, maar weet tegelijkertijd de verschillende actoren behendig uit elkaar te spelen.<\/p>\n

Kracht versus angst<\/strong>
\nUiteindelijk beslist Brussel over het al dan niet opleggen van sancties. De lidstaten hebben zich naar die beslissing te voegen. Niet verbazingwekkend dus dat er vanuit de hoofdsteden een drukke lobby aan de gang is: pressie van landen die vanuit kracht willen opereren en van landen waar de angst regeert. Met zijn bezoek aan Zwitserland en Duitsland laat Li Keqiang duidelijk zien waar zijn voorkeur ligt.<\/p>\n
